This horrible scene is from China. The webpage is in Chinese. The text reads something to the effect that on August 16, 2010 at 11:40 AM, a motorcycle crashed into a green vehicle in the city of Xingtai in Hebei Province, China. It's possible that a local mayor named Guo Zhan Guo was the man riding the motorcyle who was killed. The scene is appalling.
The mayor, Guo Zhan Guo, is apparently circled in the top left photo.
This is apparently a photo of Guo Zhan Guo after his motorcycle fought a losing battle with an automobile.
