This is a truly horrible video. It is insanely gruesome. They behead the man very slowly on purpose just to torture him. So slowly in fact, that he basically drowns in his own blood. Be warned! Very sickening video!

Executions and decapitations are rampant in Mexico these days. The heads are often left in public for people to see. Bodies are tortured and hung from overpasses to terrify people in a similar way. Lately, they have turned to publicly videotaping their executions and releasing them on the Internet, a la the Islamic terrorists.
Mexico is in for a long battle with these guys, and it won't be over any time soon. The government has waged war on the drug cartels for years now, with little success. Part of the problem is that most of the state is now corrupted, and much of the state is in fact working for the cartels. Much of the rest have been bribed by the cartels to stay out of their business.
Some towns on the border have been so disrupted by incessant violence that residents are actually starting to flee the towns.
It's a total mess with no end in sight.
